Fraudulent Planning & Permit Emails Impersonating City Staff
The City is aware of fraudulent emails impersonating City staff and requesting payment or wire transfers for planning applications and permits. These emails are NOT from the City of Richmond. Scammers use public project info to target applicants, as noted in a recent FBI IC3 PSA: www.ic3.gov/PSA/2026/PSA260309.

Submit Complaint or Inquiry Report non-emergency Issues, Complaints and Inquiries. To make a complaint about construction work being done without a permit, please phone the Building Division 510-620-6868, Monday - Thursday 8:30 a.m. - 4:00 p.m. Friday 9:00 a.m. - 12:30 p.m. and state that you wish to make a complaint. This call can be made without giving your name or phone number if you wish to remain anonymous.
